India's capital Rises to Toxic Haze Following Festival of Lights

On Tuesday morning residents of the world's most polluted city found themselves breathing dangerously toxic air that registered in the "alarming" level.

Extremely High Air Quality Readings

Multiple areas of Delhi recorded an AQI exceeding 500, which translates to 10x the healthy level recommended by the global health authority.

In some locations, levels of dangerous airborne particles soared to of 1,800, amounting to fifteen to twenty times exceeding safe levels.

Pyrotechnics Prohibition and Recent Developments

Beginning in 2020, the government had implemented a total prohibition on the sale and use of fireworks during celebrations due to their substantial impact to the dangerous haze that covers the capital as colder weather sets in.

However in recent months, the current regional administration appealed to the highest court to seek a relaxation of the prohibition.

The suggestion was allowing "eco-friendly fireworks" – historically criticized by environmental experts as being only approximately one-third reduced emissions – as a balance between "cultural practices and ecological concerns".

Legal Decision and Reality

Much to the frustration of public health and environmental advocates, the court agreed to the request, mandating that environmentally conscious fireworks could be set off during specific time windows throughout the Diwali.

On Monday night, there was considerable violation of the designated hours across the capital, with little regulation regarding whether the fireworks being used were actually the more environmentally friendly variety.

Several air quality sensors throughout the capital recorded contamination peaking around the night hours to some of the worst levels seen during Diwali in at least the past three years.

Regional Implications

The proliferation of pyrotechnics during the celebrations also sparked a dispute with bordering Pakistan, with authorities in Pakistan's Punjab partly blaming declining atmospheric conditions in Lahore on pollutants originating in across the border following the celebrations.

Chronic Environmental Issue

Alarmingly severe concentrations of pollution in the capital have persisted as a significant problem for fifteen-plus years, with the condition continuing to worsen.

Near the festival period, the levels of toxic airborne contaminants in the air has been observed to increase dramatically to 70% higher the most severe levels ever documented in China's capital, which was previously viewed as the world's most polluted city.

Various Pollution Contributors

This crisis in Delhi is attributed to a combination of multiple factors including automobile exhaust, construction debris, construction activities, waste incineration and smoke from crop residue ignition in adjacent regions of Punjab and Haryana.

Within these states, agricultural workers regularly ignite agricultural waste to expedite field preparation, creating dangerous smog that remains stagnant over the metropolitan area as winter air sets in.

Health and Financial Consequences

Public health and economic impact on the approximately 33 million residents living in the capital region is substantial, according to various investigations.

The contaminated air leads to elevated rates of neurological, heart and circulatory and lung conditions, and can even lead to oncological diseases.

The pollution is calculated to be accounting for ten thousand premature mortalities each year in Delhi.
